Abstract

Green development is the background of high-quality development, and new productivity itself is green productivity. The legal concept of sustainable development and the policy basis of ecological civilization jointly determine the legitimacy basis of the green principle, and endow the green principle with strong vitality and independent value. The identity of China and Europe based on the concept of sustainable development provides a prerequisite for the cooperation between the two sides in the field of environmental protection. The specific provisions of China 's " Civil Code " and the EU 's series of environmental regulations and policies, as well as the specific measures taken by China and Europe in the implementation of the concept of sustainable development, reveal the similarities and differences between the two in environmental protection. In the future, we should focus more on the guarantee system arrangement in the implementation of the law and the balance of public and private interests under the green principle, so as to give full play to the core role of the green principle in promoting environmental protection and sustainable development.
