Research on Educational Policy Reform and Innovative Development Strategies in Southeast Asian Countries from the Perspective of the Belt and Road Initiative

Abstract

The transnational connectivity network promoted by the Belt and Road Initiative has reshaped the external constraints and development paths of the educational systems in Southeast Asian countries. From the perspective of systems theory, the logical starting point of regional educational interaction lies in the dynamic matching between institutional potential energy and demand pull, while the polycentric structure and institutional heterogeneity of educational systems play a moderating role in change. This study focuses on three dimensions of educational institutional innovation: cross-cultural integration and localized calibration of curriculum knowledge production, hierarchical restructuring and effectiveness evaluation of quality assurance systems, and teaching paradigm transformation under the penetration of digital technology. Furthermore, it proposes a strategic spectrum for the regional educational ecosystem, encompassing the flow order and optimal allocation of transnational educational resources, the logic of innovation diffusion under cultural distance adjustment, and the dynamic construction of educational system resilience. The study shows that identifying the nonlinear interaction between external disturbances and internal structures, grasping the critical nodes of path dependence, and synergistically operating the three strategic axes are the keys to promoting educational reform in Southeast Asia.
